LED street light usage analysis

At present, China is in the historical stage of rapid industrialization and urbanization. It faces tremendous pressure from energy sources, resources, and living environments. Therefore, it is necessary to promote energy conservation and emission reduction and develop a low-carbon economy in China. At the same time, China is in the post-world financial crisis. The era and the era of coping with climate warming promote the development of low-carbon economy is facing enormous international challenges and unprecedented opportunities. This article mainly elaborates the status quo of LED street lamps from the aspects of investment, market, policy, technical bottlenecks, and communication. For some issues, their own understanding and recommendations are presented. Keywords: LED street light policy regulations investment market

1, the chaos of investment projects

On August 31, 2009, the "Ten City Wanhao" semiconductor lighting application project organized by the Ministry of Science and Technology was formally launched. The goal is that by 2011, 21 pilot cities will apply 6 million 盏 semiconductor lighting products for municipal projects. In October 2009, the “Opinions on the Development of Semiconductor Lighting Energy-saving Industry” issued jointly by the six ministries and commissions including the National Development and Reform Commission and the Ministry of Science and Technology proposed a clear goal: By 2015, the average annual growth rate of the semiconductor lighting energy-saving industry output value will be around 30%; About 20%; the prospect of the “Ten City Million” project has brought great encouragement to LED-related companies at home and abroad. Many companies that do LED and do not do LED are rushing to the “Ten City Million” this . For the local government, it is also a good thing that can be obtained. It is not only a performance project but also a good idea for the development of the photovoltaic industry. Subsequent application for demonstration cities in multiple cities is like grabbing a civilized city. Whether or not there is a local LED company or whether the city has the basic conditions, it will attempt to promote the development and rise of the local LED industry by building or renovating street lamps in the region. Exchange investment with the market to promote the development of the local economy. With the stimulation of market interest, there are currently more than 4,000 LED manufacturers competing for food in the LED market. However, these companies are not able to master the core technology of LED, many companies are confused, and LED local standards continue to emerge and the national production The delay in the standard has led to confusion in the LED market.

If you want to give a few street lights to do LED projects, you can support a company. Even an industry is too idealized. LED street lamps have been scrambled as high-risk industries with excessive investment and excessive competition. In the case of LED technology is not yet mature, it has been strongly advocated, whether the use of immaturity, all regions competing to launch LED production projects, I do not know whether it will become the next overcapacity photovoltaic industry.

  2. The confusion of government policy

On September 22nd, 2010, Xinhua News Agency reported that as of now, China has promoted and applied more than 1.6 million units of LED lamps and lanterns in 21 pilot cities in the “Ten Cities and Ten Thousands” semiconductor lighting application project, saving more than 164 million kWh annually. The electricity price per degree is calculated at 0.6 yuan, saving about 90 to 100 million yuan in electricity costs each year. According to a survey of street lighting management units of 21 pilot cities in China by the Urban Road Lighting Professional Committee of the China Municipal Engineering Association in 2010, 18 units of 21 pilot cities returned survey data, and only 10.57 million LED street lamps were installed, and landscape lighting was 11,500 tons. The Xinhua News Agency reported a far cry from it. According to the Xinhua News Agency's report, 21 pilot cities have applied 1.6 million LED lamps for calculation. The difference between each LED street lamp and conventional green light street lamp is 2000-5000 yuan, and 1.6 million yuan has spent about 5.6 billion yuan (average price difference is 3,500 yuan). Yuan calculations) It takes about 60 years to recover costs, but LED street lights have a 60-year lifespan? Is this energy saving? If it is only to stimulate domestic demand, will these billions not be used for other purposes?

The Ministry of Science and Technology has a policy: All local government funds are replenished with lights and will be subsidized after the Ministry of Science and Technology has accepted the acceptance. However, government documents have not yet been issued. Therefore, different regions or cities are involved in the issue of large-scale promotion of LED street lamps. Showing different perspectives, the cautious cities are piloted, tested, and evaluated on a small or small scale on one or two roads. Due to the exaggerated coverage of certain media, some cities are optimistic about the use of LED street lights for road lighting. In large cities, new roads are installed to install LED street lights, and the roads originally using other light sources are refitted. The different government attitudes and related policies of the pilot cities have led to the paralysis of other cities.

  3, market confusion

Due to the current price of LED street lamps is too expensive to survive in the market, and the government to promote the support industry and energy-saving emission reduction needs, so the current LED mainly to government orders, and LED lights to a certain extent is all government investment, (Civil use is too expensive, no government subsidies, it is estimated that most people will not use LED lights, who have seen private companies, foreign-funded enterprises, individual owners installed LED lamps in their own factory? Or ordinary people themselves Spend money with LED lighting?) Therefore, some LED street light companies are mainly used to do a good job of government relations, looking for people in all directions, do everything possible to enter the government's various procurement catalog, rather than facing the market, work hard at cost, not cooling, delay light Decline and perfection in light distribution. At present, the cost of LED street lights is about 20 yuan per watt, and the price of government projects is generally around 40 yuan. This kind of favor and care has hindered the enterprise's progress. The main users and maintainers of the LED street lamp market—the street lamp management department basically belongs to the government department or belongs to its jurisdiction. It also deepens the reliance of the business on the government and finds that “the market is not as good as the mayor”. "Master is your ability" has become a common phenomenon in the LED street lighting project. Most of the street lamp management departments have been forced to impose LED street lights by higher level government departments, which also caused a lot of resistance to the relevant LED manufacturers and their products, exaggerating the defects and deficiencies of LED street lamps. Due to the government's basic government-paying market, there are various settlement methods. The contract energy management method is difficult to implement due to various reasons. Most regions and cities do not pay for the project due to lack of funds... plus LED applications. Technology has not yet fully matured, but low-price competition among its peers has already started, and these have further deepened market chaos.
